PLRA Property Certificate in Lahore Housing Schemes: What Replaced Plot Files
The PLRA property certificate explained: LDA's rule for Lahore housing schemes, how it differs from the Green Property Certificate, and what to ask for.
In short
LDA's notice: from 1 July 2026, only the PLRA-issued Property Certificate is the legal ownership document in Lahore housing schemes, private and public. Every certificate carries a QR code and is linked to NADRA, digital maps and the e-registry, according to LDA and press reports. Schemes were told to move their records to PLRA's Housing Societies Management System (HSMS). The deadline was 30 June; a July notice gave 31 August. The Green Property Certificate is a separate, province-wide land-record document. Punjab made it optional for transactions about 10 days after it became mandatory on 1 July. Before you buy in a Lahore scheme, ask for the plot's PLRA Property Certificate and scan its QR code.
The PLRA property certificate is the document the Lahore Development Authority (LDA) says now proves ownership of a plot or house in any Lahore housing scheme. LDA's public notice says that from 1 July 2026, only the certificate issued by the Punjab Land Records Authority (PLRA) counts as the valid legal ownership document in all private and government schemes in Lahore. This explainer covers what the certificate is, why plot "files" were targeted, how it differs from the Green Property Certificate (which Punjab relaxed in July), and what to ask for before you buy.
What LDA announced
LDA's public notice, published on its website in June 2026, is in Urdu. In summary, it says:
- from 1 July 2026, for ownership of property in all private and government housing schemes, only the certificate issued by the Punjab Land Records Authority will be treated as the valid, legal document;
- in all Lahore housing schemes, including private ones, only the "Property Certificate" is now the legal ownership document;
- every scheme's management must move all its records to the Housing Societies Management System (HSMS);
- the certificate is linked to NADRA, digital maps and e-registration "to end forgeries";
- schemes that don't comply face action under the LDA Act 1975, including sealing of society offices and registration of cases.
The notice includes a sample certificate headed "Punjab Land Records Authority, Government of Punjab", with a parcel number, owner details and a QR code.
Pakistan Today reported on 10 June that "under an official notification, all purchases and sales in LDA-regulated housing schemes will only be carried out through a Property Certificate". Daily Pakistan reported that the decision was taken at a meeting chaired by LDA Director General Tahir Farooq, with private housing societies, ABAD, PLRA and the Board of Revenue.
Why plot files were targeted
For years, plots in many Lahore schemes were traded as "files" issued by developers, with ownership kept in the developer's own records. Daily Pakistan summarised the problem the reform aims at: "forged records, missing files, and projects where the number of files sold exceeded the number of approved plots."
The Property Certificate moves ownership out of a developer's own register and into PLRA's system, where it is tied to a CNIC and a mapped plot. According to Daily Pakistan, schemes will also issue registrations and green certificates through an online portal, and "every Property Certificate will carry a QR code allowing instant verification of ownership and property details."
What happened after 1 July
On 20 July, ARY News reported a fresh notice: private schemes must upload their complete purchase and sale records to HSMS by 31 August 2026, and those that don't "may face legal action under the LDA Act 1975", including sealing of offices. It said several private schemes in Lahore had already transferred their records, and that the Property Certificate "will serve as the legal proof of ownership".
We found no later report on whether the 31 August deadline was met, how many schemes are on HSMS, or whether any penalties have been applied. We also found no published fee for the scheme Property Certificate.
Don't confuse it with the Green Property Certificate
A second PLRA document, the Green Property Certificate (GPC), has had more news coverage, and the two are often mixed up.
| Property Certificate (housing schemes) | Green Property Certificate | |
|---|---|---|
| Covers | Plots and houses in Lahore housing schemes (LDA notice) | Land records across Punjab |
| Rollout | From 1 July 2026 in Lahore schemes | Sahiwal pilot from 1 May 2026; planned across Punjab by December 2026 (Zameen News, 30 April) |
| Status | LDA says it is the only legal ownership document | Made optional for transactions in July 2026 |
| Fee | Not published | Rs950 application processing fee (APP, September 2026) |
PLRA describes the GPC as "an official document issued by the Punjab Land Records Authority (PLRA) that verifies the ownership and legal status of a property." It became mandatory for transactions on 1 July. On 11 July, Daily Pakistan reported that buyers and sellers "will no longer be required to get or present a Green Property Certificate", and that the fard or a certified copy of the land record is accepted again, under PLRA notification No. PLRA/ADG.ADMIN/162-/2026.
That relaxation was about the GPC. We found no report saying it changed LDA's Property Certificate rule for housing schemes, and the 20 July notice above came after it. Still, check with LDA or PLRA, because the two rules were announced close together.
The GPC also matters for home loans. SBP's housing finance regulations say that for loans up to Rs5 million, financing "may be extended against a Green Property Certificate issued by the Punjab Land Records Authority (PLRA), where applicable". See our post on SBP's new home loan documents rule.
Prices are indicative as of October 2026.
What to ask for when buying in a Lahore scheme
- Check the scheme is approved. Use LDA's approved and illegal lists first. Our LDA approved societies guide shows how, and our report on the six schemes LDA demolished in October shows why it matters.
- Ask for the plot's PLRA Property Certificate, not just a file, allotment letter or affidavit.
- Scan the QR code and check that the parcel number, plot details and owner's name and CNIC match the seller.
- If the seller has only a file, ask the scheme office whether its records are on HSMS and when a certificate can be issued. Don't pay in full until it is.
- Register the transfer properly. See our guide to property registration in Punjab for the taxes and steps.
