Check before you pay

Before you hand over a token or sign a sale agreement, check the land, the scheme and the seller against the official records. This page lists the official portals by province, what each one lets you check, and a checklist for each kind of purchase. Every link goes to a government site.

Checklists

Buying a plot in a private housing scheme

  1. Search the scheme on the authority's illegal list (LDA, CDA or RDA). Then confirm it appears on the approved list with the same name and location. Not appearing on the illegal list is not proof of approval. Source: LDA, CDA and RDA lists, checked 21 October 2026.
  2. In Islamabad, check the scheme's NOC status, not just its layout plan. CDA says sponsors "can start development work and sale of plots after obtaining NOC from CDA". Source: CDA illegal housing schemes page, checked 21 October 2026.
  3. Ask for the approved layout plan, and check that your plot number is on it. Source: CDA Initial Property Verification Service page, which warns about plots beyond the approved area, checked 21 October 2026.
  4. In Lahore, ask for the plot's PLRA Property Certificate. LDA says it is the only legal ownership document in Lahore housing schemes from 1 July 2026. Source: LDA public notice, 8 June 2026.
  5. Get a no-demand certificate or written dues clearance from the scheme before you pay in full.
  6. Check that both buyer and seller are on the FBR Active Taxpayers List, and work out 236C and 236K on the FBR value. Source: FBR ATL and valuation pages; Finance Act 2026.
  7. Complete the transfer at the scheme or authority office, with both parties present.

Buying a plot file

  1. Ask which plot the file is for. If no plot number or layout plan is attached, the file is a promise, not land.
  2. Check the scheme as in the checklist above: illegal list, approved list, NOC.
  3. Ask the scheme office in writing how many files it has issued against its approved plots. NAB found about 20,000 memberships in Rawalpindi and Islamabad schemes with no land behind them. Source: ProPakistani citing Geo News and NAB Rawalpindi, 28 November 2025.
  4. Pay only through the scheme's official bank account, and get an official receipt.

Buying a built house

  1. Get a fresh fard (Punjab or KP) or a land record search (Sindh), and check that the owner's name and CNIC match the seller's.
  2. Ask for the approved building plan and the completion certificate. Check that the number of floors matches the plan.
  3. In Karachi, check the building against SBCA's public sale and dangerous buildings lists. Source: SBCA, checked 21 October 2026.
  4. Ask for paid property tax receipts, and in Islamabad look up the bill with the consumer number. Source: CDA duplicate property tax bill page, checked 21 October 2026.
  5. Verify the e-stamp for the sale deed on the Punjab e-Stamp portal before registration. Source: Punjab e-Stamp portal, "Verification Through Web", checked 21 October 2026.

Buying agricultural or revenue land

  1. Get the fard for the exact khasra numbers and check every owner's share. In Punjab use PLRA; in KP, e-Fard; in Sindh, Sindh Zameen.
  2. Check for a mortgage or lien entry on the record.
  3. Register the sale deed and make sure the mutation (intiqal) is entered. A buyer must report the acquisition within three months. Source: Punjab Land Revenue Act 1967, section 42.
  4. In Punjab, the FBR challans for registration are generated inside PLRA's e-registration system. Source: Pakistan Observer citing PLRA, 7 September 2026.

Buying from abroad

  1. Use a specific power of attorney for one property, authenticated at a Pakistani mission or through NADRA's online power of attorney service. Source: Registration Act 1908, sections 32 and 33; Ministry of Foreign Affairs, e-POA launch, 18 November 2021.
  2. Ask your attorney to send you the fard or verification report before any payment.
  3. Pay from your Roshan Digital Account or another account in your own name, not to an agent.
  4. If something goes wrong, special courts hear overseas Pakistanis' property cases in Punjab, Islamabad and KP. See our overseas Pakistanis guide.
