CDA Plot Verification: The FIA Case Over 10 I-12 Plots, and the Checks Buyers Can Make
CDA plot verification after the FIA case over 10 plots in I-12/4: what was reported, why records matter, and the CDA checks to make before you buy.
In short
The FIR was registered on 8 October 2026, according to The Nation. It concerns 10 residential plots of 30 by 60 feet in Sector I-12/4. Reported charges include Sections 419, 420, 468, 471 and 109 of the Pakistan Penal Code, read with Section 5(2) of the Prevention of Corruption Act 1947 (The Nation, Minute Mirror). Reports differ on the value: "over Rs200 million" (The Nation) and Rs300 million (Bloom Pakistan). No CDA statement was reported. Before buying a CDA plot, ask CDA's Estate Management Directorate, through One Window, for outstanding dues information, and make the transfer only at One Window.
CDA plot verification is back in focus after the Federal Investigation Agency (FIA) registered a case over 10 residential plots in Islamabad's Sector I-12/4. Several newspapers reported on 9 and 10 October 2026 that the FIA's Corporate Crime Circle had booked current and former Capital Development Authority (CDA) officials over the allegedly fraudulent allotment of the plots. The allegations have not been proven in court. This post summarises what was reported and sets out the checks a buyer can make with CDA before paying for a plot in a CDA sector.
What was reported
The Nation, Express Tribune and Minute Mirror all reported on 10 October 2026 that the FIA's Corporate Crime Circle in Islamabad had registered a case over 10 residential plots, each 30 by 60 feet, in Sector I-12/4. The Nation said the FIR was registered on 8 October and that the inquiry began in 2024. Minute Mirror said the case followed Enquiry No. 35/2024.
According to these reports, the accused include former and serving officials of CDA's land wing and one other person. Minute Mirror said investigators will also examine whether others were involved. Express Tribune reported that the FIA registered the case after a competent board approved it, following an inquiry into alleged fraud in CDA's Directorate of Land and Rehabilitation. According to the FIR as reported by the Tribune, the plots were allotted in the names of legal heirs, "allegedly granting the same affected family double rehabilitation benefits". Bloom Pakistan, which reported the case on 9 October, said the allegations "have not yet been established in court".
We are not naming individuals here, because reports differ on their designations and no court has ruled.
What we could not confirm: a single value for the plots (reports give over Rs200 million and Rs300 million), any CDA response, and coverage by Dawn or APP.
Not the first records case this year
In April 2026, ProPakistani reported that CDA stopped the transfer of 22 already allotted plots in Sector D-13 and blocked about 60 more, over a suspected scam linked to a compensation claim. Cases like these share a pattern: the risk sits in the allotment record itself, not in the plot on the ground. That is why the buyer's checks below focus on the record.
Prices are indicative as of October 2026.
Why the record matters for buyers
In a CDA sector, your ownership is the entry in CDA's Estate Management records, backed by the allotment letter and every transfer letter since. CDA's Estate Wing says Estate Management Directorate-I is the custodian of ownership records for more than 75,000 residential plots and houses, and Directorate-II for non-residential plots.
If an allotment was wrongly made, later buyers can be caught up in the dispute even if they paid in good faith. A buyer can't audit the original allotment, but can make sure the seller's title is the one CDA holds.
The checks to make with CDA
- See the original papers. Ask for the original allotment or offer letter and every transfer letter, not photocopies. CDA's transfer procedure requires the "original allotment/offer letter".
- Ask for outstanding dues information. CDA's procedures page says an allottee or authorised person can apply at the One Window counter or by mail, and Estate Management Directorate-I or II must give the information within 4 working days. Ask the seller to apply, and read the reply yourself.
- Transfer only at One Window. CDA's process requires both parties to appear in person at One Window Operations (CDA Secretariat, G-7/4) with original CNICs. They are photographed and give signatures and thumb impressions before the admitting officer, and the transfer letter is then issued by Estate Management. Don't pay the full price against a private agreement alone.
- Get the NOCs listed for transfer. The procedures page lists an NOC from Revenue (vacant plots are exempt), a Building Control NOC for non-conforming use, and a lender NOC if the property is mortgaged.
- Be careful with rehabilitation and affectee plots. The I-12/4 and D-13 cases both reportedly involve allotments linked to land acquisition or compensation. Take extra care when a plot's history includes an affectee or oustee allotment.
CDA's digital records
Dawn reported in December 2025 that CDA, with the Punjab Land Records Authority, had digitised records of 23,036 residential properties in 47 sectors and model towns and all 5,657 commercial properties. Sector D-12 was to be the pilot for fully online transfers. A PLRA official said CDA officers could "with a single click" check a property's record "from first transfer to the last one". We found no public online plot-verification service, so the checks above still go through One Window.
For private societies around Islamabad, the checks are different: see CDA approved vs illegal housing societies. This month's other CDA updates are in CDA news, October 2026, and more guides are in Islamabad property guides.
