Islamabad Land Record Online: Fard and E-Registration on Pak App
Islamabad land record online: how to get a fard and apply for e-registration in Pak App, what NITB says it covers, and why CDA sector plots are different.
In short
Pak App is the National Information Technology Board's government services app, on Android and iPhone. NITB says ICT land records are now in it. NITB lists online fard issuance, NADRA identity checks with biometrics and OTPs, and live tracking of each application. For a sale deed, NITB's steps start in the app (ICT Services, then E-Registration) and end at the Revenue Facilitation Center in Sector G-11/4, where original documents are verified. NITB's pages publish no fee and no document list. Everything after sign-in is behind a Pak ID login, which we did not use. This covers ICT revenue land (khasra, khewat, khatooni). A CDA sector plot or a housing society file is a different record.
You can now get an Islamabad land record online. The National Information Technology Board (NITB) says that, with the Islamabad Capital Territory (ICT) Administration, it "has officially digitized land revenue and property services", and that a fard can be applied for in Pak App "from home or any facilitation desk". This guide sets out what NITB's own pages say Pak App offers for ICT revenue land, the e-registration steps, what we could not confirm, and why a CDA sector plot is a different record.
Which land this covers
Islamabad has two kinds of property record. The first is ICT's revenue land, recorded by khasra, khewat and khatooni numbers (the numbers NITB's registration steps ask for). A fard is the extract of that record, which NITB calls a "land ownership record". NITB's pages are about this record: one headline speaks of the "Manual Patwari System", and another page of the "Land Revenue System".
The second is land the Capital Development Authority (CDA) has acquired and laid out as sectors, and plots in private housing societies. As our CDA plot verification guide explains, a CDA sector plot is checked and transferred through CDA's One Window. NITB reports "full digital mapping of 2,996 Khasras acquired by the Capital Development Authority (CDA)", but none of its pages says a CDA plot record or transfer has moved to Pak App. We still found no public online check for a CDA plot. Before paying for a plot in a society, look the society up in the housing scheme checker.
What NITB says Pak App offers
NITB's pages (undated news pages, read on 4 November 2026) list these for ICT land:
- Fard: "Through the Pak App, you can now obtain Fard (land ownership record) from the comfort of your home."
- Other property services: the same page lists Gift Deed (Hiba Nama), Property Transfer, Sale Deed and Tenancy Agreement, "and more".
- Deed registration: "Transparent Deed Registration: Access shared digital records across all revenue offices."
- Identity checks: the system is "Integrated with NADRA CNIC verification, OTPs, and biometrics to eliminate impersonation and fraud."
- Tracking: "Monitor the real-time status of your application at every stage."
- Overseas owners: a separate NITB page says you can "register and verify a Power of Attorney for your property entirely online, without traveling to Pakistan."
NITB also says the service is "Accessible 24/7 directly from your smartphone via Pak App or any local Citizen Facilitation Desk." NITB's pages don't say where those desks are. The only office they name is the Revenue Facilitation Center in G-11/4, in the registration steps below.
Pak App itself is published by the National Information Technology Board on the App Store and Google Play. Its Play listing was updated on 9 October 2026 and showed 100K+ downloads when we read it on 4 November 2026. Neither store description lists the land services; NITB's news pages are where they are described.
How to get a fard in Pak App
NITB's pages don't set out the fard steps one by one. From what they do say:
- Install Pak App from the App Store (developer: National Information Technology Board) or Google Play (shown as "National IT Board, Government Of Pakistan").
- Sign in. NITB's registration steps say to "Download and sign in to Pak App"; the App Store listing says the app uses Pak ID single sign-on.
- Apply for the fard in the app, or at a facilitation desk.
- Follow the application's status in the app.
We did not create an account or sign in, so we could not check the screens after sign-in, the fee, or how the fard is delivered. Treat steps 3 and 4 as NITB describes them, not as screens we walked through.
E-registration of a sale deed: NITB's six steps
NITB's page on property registration lists these steps for registering a sale deed for property or land in Islamabad:
- Log in to the app: download and sign in to Pak App, go to the ICT Services section and select E-Registration.
- Select the service: choose the service and the purpose of registration.
- Enter information: fill in the application form.
- Enter land details: "Using the digital Fard received through the system, enter the Khewat Number, Khatooni Number, Khasra Number, and other required information", then submit online.
- Visit the facilitation center: go to the Revenue Facilitation Center in Sector G-11/4, Islamabad.
- Verification and sale deed: have your original documents verified and receive your sale deed.
So registering a sale deed is not wholly online: although another NITB page says "the entire process, from obtaining a Fard to property registration, is now available online", NITB's own steps still have the applicant visit G-11/4 to have original documents verified. Another NITB page speaks of "a secure digital identity verification system for buyers and sellers at the Revenue Facilitation Center".
ProPakistani (1 October 2026) adds that CDA and the ICT Administration "have also integrated electronic stamp papers with OneLink to enable digital payments for property transfers". To estimate the taxes on a transfer, use our transfer tax calculator.
Mutation (intiqal) and inheritance
NITB's guide to patwari terms says that understanding them is "essential" if you are "going through the process of obtaining a Fard or Mutation (Intiqal)". But the services it lists as online are fard issuance, identity checks and tracking. ProPakistani reports that "property sales, transfers and inheritance-related allocations will also be processed through the digital system". We found no official page that sets out how an inheritance mutation is applied for in ICT, in the app or at a desk.
For the documents heirs usually need first, see our guides to the NADRA succession certificate and to the inheritance mutation in Punjab, which explains how wirasat intiqal works where PLRA keeps the record. Ask the ICT revenue staff at G-11/4 which steps apply to your land.
What we could not confirm
- Fees: no NITB page publishes the fard fee or the registration fee.
- Documents: no list beyond "original documents" at G-11/4.
- Desk locations: no official list of the Citizen Facilitation Desks.
- Legal use of the digital fard: no notice says how banks or courts treat it.
- Dates: NITB's pages carry no date, so we cannot say when each service went live.
Before you buy
A fard shows who the record names as owner of a khasra; it is not a check on a housing scheme. Our Check before you pay list covers the checks to make before handing over money. For land record offices by district, see land record offices. More Islamabad guides are on the Islamabad page.
