LDA City Lahore: Location, Sectors, Payment Plan, Dues and File Transfer

Location: APP reported on 25 September 2025 that LDA City lies between Ferozepur Road, Defence Road and Ring Road. LDA's land acquisition lists for it name Mouza Toor Warraich. LDA City is the Lahore Development Authority's own housing scheme in Lahore, sold first as files and then matched to plots through ballots. This guide sets out what LDA and dated news reports say about it. Everything on lda.gop.pk below was checked on 4 November 2026.

Where is LDA City?

APP reported on 25 September 2025 that LDA City is situated between Ferozepur Road, Defence Road and Ring Road. When Dawn reported on 9 January 2015 that the launch was delayed, it described the plan as 61,000 kanals in seven mauzas along Ferozepur Road, to be launched in three phases.

Land acquisition has not finished. LDA's website has a page for Mouza Toor Warraich with two PDF lists "in connection with Land Acquisition Proceedings for LDA City": compensation for building structures, and deductions from compensation for excavations. The News reported on 2 October 2026 on land acquisition for the project, which it placed along Ferozepur Road and Ring Road, as ongoing.

Maps on dealer and portal sites are not LDA's, so match any block or plot to your own LDA papers.

LDA City's sectors and newer areas: Jinnah, Iqbal, Business Bay and Pine Avenue

According to LDA's annual review for 2020, as The News reported it on 4 January 2021:

• Jinnah Sector is LDA City Phase-I. LDA said development works for roads, water supply and sewerage were under way in "all the six packages of Jinnah sector spreading over 13,000 kanals".
• Iqbal Sector was launched "spreading over ten thousand kanals of land, after allocating plots to more than 10,000 file holders of LDA City Phase-I, Jinnah Sector, through balloting".

Business Bay is LDA City's commercial area. LDA's Ballot Results page lists an "LDA City, Business Bay" ballot of 18 May 2026 and a "Commercial 4-Marla Block-Business Bay LDA City" ballot of 9 September 2026. APP described the Business Bay plots as three minutes from Ferozepur Road and Ring Road.

Pine Avenue is where LDA's two current ballot adverts, both marked "A project of LDA City", place Pine Axis (commercial plots) and Pine Executive (1-kanal residential plots).

LDA City possession

At an LDA City ceremony reported by APP on 25 September 2025, Punjab's Housing Minister, Bilal Yasin, said possession had been given for more than 6,500 plots in LDA City, and LDA's Vice Chairman said possession of more than 2,800 plots in the A1, B1, H and L blocks of Jinnah Sector had been opened.

We found no possession notice for Iqbal Sector on lda.gop.pk. Before you buy, ask the LDA City office in writing whether that exact plot has been balloted and handed over.

LDA City payment plan and dues

Files. LDA's website does not publish an instalment schedule for LDA City files. What you owe is set by LDA for your file, so ask the LDA City office for a written statement of dues before you pay a seller. LDA's 2020 review said file holders pay development charges, and that LDA's governing body had cut the amount after revising its estimates (The News, 4 January 2021).

Pine Avenue ballot, 10 December 2026. LDA's adverts on lda.gop.pk (read on 4 November 2026) set the ballot for 10 December 2026 at the Expo Centre, with applications by 3 December 2026 on lda.gop.pk/sales/ballot. Both list a 20% down payment, a 2-year instalment plan and an 8% discount for a lump sum payment, and both say "Possession Within 1 Year", which is the advert's promise, not something we can confirm.

Prices are indicative as of November 2026.

Business Bay ballot plots. APP reported on 9 September 2026 that LDA's ballot that day, which included 40 four-marla commercial plots in LDA City's Business Bay, offered plots whose price was payable in 12 equal instalments over three years, with a five percent discount for paying in a lump sum.

Late payment and cancellation. LDA's Public Notices page held two notices on 4 November 2026, both from June 2026, neither about LDA City dues. If someone tells you a deadline or surcharge applies, ask LDA to show you the notice.

How to check an LDA City file

Open LDA City Status on lda.gop.pk and enter your CNIC or NICOP and the file number. LDA's note says both can be typed with or without hyphens.

LDA City file transfer

LDA's FAQ gives a general procedure for a plot transfer; it names no scheme and says nothing about files. Ask the LDA City office how it applies to your file. In short:

1. Submit the application with the transfer set: copies of ID cards, recent photographs, a copy of the ownership certificate of the seller and purchaser, and declarations by both.
2. LDA issues the transfer fee challan. Pay it.
3. Submit the application again with the paid challan, plus the stamp duty and CVT.

For stamp duty, LDA's FAQ says to contact its "Khazana Branch" (finance). Its FAQ carries no date, so take the current rate from the Khazana Branch rather than the FAQ. CVT is paid after a 32-A challan is deposited at the State Bank.
