In short

CDA uses a two-step approval: first a technical approval of the Layout Plan (LOP), then an NOC. Plots may be sold only after the NOC. A layout plan on its own is not enough. Marketing a project without an NOC is treated as illegal. In 2023 CDA declared 185 housing societies and residential projects in Islamabad illegal, most of them in Zone IV. Some projects advertised as "Islamabad" are in Rawalpindi district and are approved (or not) by the Rawalpindi Development Authority, not CDA. Check the CDA website at www.cda.gov.pk for current status before paying anything.

Before you book a plot or a flat in the capital, the first question is simple: is the project on the list of CDA approved housing societies, and does it hold a valid No Objection Certificate (NOC)? The Capital Development Authority (CDA) has repeatedly warned buyers that schemes without an NOC cannot legally sell plots, and it has sealed offices and blocked utility connections for illegal projects. This checklist explains how approval works and how to verify a society yourself.

How CDA approval works

ProPakistani's summary of CDA's process describes two tiers. CDA first gives technical approval to a project's Layout Plan. Once the sponsor completes the remaining formalities, CDA issues the NOC. Only after the NOC can the sponsor start development and sell plots.

This matters because developers sometimes advertise an approved layout plan as if it were full approval. It is not. If a society shows you an LOP but cannot show an NOC, treat it as unapproved for buying purposes.

Zone IV of Islamabad Capital Territory is where agro-farming and private residential schemes are allowed under the ICT zoning regulations, subject to CDA permission. It is also where most illegal schemes have been found.

What "illegal" means in practice

In August 2023, CDA declared 185 housing societies and residential projects illegal. By zone, the breakdown was:

ZoneIllegal schemes
Zone I24
Zone II7
Zone III15
Zone IV110
Zone V29

CDA also named several schemes being marketed as Islamabad projects without its approval, and directed sponsors to stop marketing and development.

Enforcement has continued. In May 2026, The News reported that CDA sealed the site and sales offices of two unapproved societies in Zone IV. CDA cited the CDA Ordinance 1960, the ICT Zoning Regulations 1992 and the Planning and Development Regulations for Private Housing Schemes 2023. It said electricity and gas connections should not be provided to such schemes, and that buying and selling land in them is prohibited.

For a buyer, the practical risks are clear: no legal utility connections, no guarantee of development, and a title that may not be enforceable.

CDA approved housing societies: how to find the list

CDA publishes lists of approved and unapproved societies on its website, and the authority's own advice is to check a society's status and approved layout plan there. Older third-party copies of the list, such as one on the Zameen blog from 2021, include names like Bahria Enclave, Gulberg Town, Park View City Housing Scheme and several cooperative societies. Treat any copied list as a starting point only, because approvals can be added, partially granted or cancelled.

Also note that approval can be partial: a society may have an NOC for some phases or blocks and not others. Match the exact phase and block of your plot to the approval.

Projects outside CDA's jurisdiction

Many projects along the M-2 motorway, GT Road and Chakri Road are in Rawalpindi district. CDA lists will not cover them. Their approving authority is usually the Rawalpindi Development Authority (RDA).

Capital Smart City is an example. Despite the name, it is a private project in Rawalpindi district, and it appeared on a 2020 list of 49 RDA-approved housing schemes. Do not confuse it with the government's separate "Capital Smart City" initiative announced in April 2026, which is about turning Islamabad's Safe City policing and traffic system into an integrated civic-services platform. For a fuller look at the private project, see our Rawalpindi guide on Capital Smart City and Blue World City.

PHA flats for sale in Islamabad

Not every option is a private society. PHA Foundation, an implementing arm of the Ministry of Housing and Works, builds apartments for low- and middle-income groups and government employees. Its website lists apartments in Sector I-16/3 and a project in Sector I-12.

If you are looking at PHA flats for sale in Islamabad on the resale market, ask for the allotment letter, confirm the allottee's name with PHA Foundation, and find out PHA's transfer procedure before you agree a price.

The buyer's checklist

  1. Find the authority. Is the land inside Islamabad Capital Territory (CDA) or in Rawalpindi district (RDA or another Punjab body)?
  2. Check the official list. Search the society's exact name on the authority's website. Similar names are common.
  3. Ask for the NOC, not just the LOP. Note the NOC number and date, and the area it covers.
  4. Match your plot to the approved layout plan. Plots added outside the approved plan are a known risk.
  5. Verify the seller. Confirm ownership in the society's records, and for files, confirm the file is registered and not duplicated.
  6. Check land and size. Plots are sold in marla and kanal (20 marla to a kanal). The marla size varies (272.25 sq ft under the older standard used in much of Pakistan), so ask for exact dimensions in feet.
  7. Get transfer costs in writing. Ask the society and the authority for all fees and taxes before paying.
  8. Pay through banking channels and keep receipts in the buyer's own name.

Prices are indicative as of October 2026. This guide contains no prices; it covers approval status only.

Frequently asked questions

What is the difference between LOP and NOC in CDA approval?

The LOP is CDA's technical approval of a society's layout plan. The NOC comes after all formalities are completed, and only then can the sponsor develop and sell plots.

How can I check if a housing society is CDA approved?

Search the society on the CDA website at www.cda.gov.pk, where CDA publishes approved and unapproved lists and approved layout plans. Ask the developer for the NOC number and match it.

How many illegal housing societies are there in Islamabad?

In August 2023, CDA declared 185 housing societies and residential projects illegal, with 110 of them in Zone IV. Check CDA's current list, because the number changes over time.

Is Capital Smart City CDA approved?

The private Capital Smart City project is in Rawalpindi district, so CDA is not its approving authority. It appeared on a 2020 RDA list of approved schemes; confirm current status with RDA.

Can I get electricity and gas in an illegal society?

CDA has told utility companies not to provide electricity and gas connections to illegal schemes it acts against, so buyers in such projects risk having no legal utility connections.
