KDA Plot Auction: Surjani, North Karachi and FB Area Plots Under Review
KDA plot auction news: plots under review in Surjani, North Karachi and FB Area, 25% off dues paid in a lump sum, and the checks to make before you bid.
In short
KDA is identifying government plots for a "proposed" or "forthcoming" auction in Surjani (Sectors 7-B and 11-B), North Karachi (Sectors 5-D, 5-F and other areas) and Federal B Area (LS plots in Block 11). The stated aim is to raise revenue, strengthen KDA's finances and meet liabilities including pensioners' dues. As of 31 October, KDA's official auction page shows no notice for this round. Its latest notice is from 22 January 2026. In KDA's February 2026 auction, 28 of 54 commercial plots found successful bidders, about half (The Nation). KDA also started an anti-encroachment operation in Lines Area on 18 October. On 21 October, KDA's Governing Body "decided to give 25 percent discount to the owners of auctioned plots on lump sum payment of dues", and the minister directed that plots be cleared of encroachments before they go to auction.
A new KDA plot auction is being prepared. On 13 October 2026, the Karachi Development Authority's Director General, Zain-ul-Abideen Ansari, inspected government-owned land in Surjani Township, North Karachi Township and Federal B Area "to assess the availability and suitability of plots for a proposed auction", APP reported. No date, plot list or reserve price has been announced yet. This post covers what has been reported, what the last KDA auction showed, and what to check before you bid.
What was announced
According to APP (13 October) and The Nation (14 October), the DG:
- inspected plots in Sectors 7-B and 11-B of Surjani Township, where the executive engineer briefed him on "the possibility of including the plots in the forthcoming auction";
- visited Sectors 5-D and 5-F and other areas of North Karachi Township to review government plots being considered;
- inspected LS plots in Block 11, Federal B Area.
Ansari said strengthening KDA's financial position was a key priority, and The Nation reported him saying the auction would ensure "transparency, merit and compliance with legal requirements". He said it would also give citizens a chance to buy plots suited to their needs.
What is not known yet: the auction date, the number of plots, whether they are residential or commercial, their sizes, reserve prices, deposit and payment terms. These normally appear in KDA's public auction notice.
Update, 31 October: 25% off dues for auctioned plot owners
KDA's 1200th Governing Body meeting was held on 21 October 2026 at the Civic Centre, chaired by Sindh's Local Government Minister, Syed Nasir Hussain Shah. KDA's own news page reports three decisions that matter to plot buyers:
- A discount on dues: "The meeting decided to give 25 percent discount to the owners of auctioned plots on lump sum payment of dues."
- Higher service charges: "approval was given to increase service charges in recovery and DPUD."
- Clear plots before auction: the minister "directed that all encroachments should be removed from the relevant plots before the auction process and after fulfilling the legal and administrative requirements, they should be presented for auction." He also directed that the plots' "market value should be estimated through a third party" to set a fair and transparent price.
What the news page does not say: which dues the discount covers, whether it applies to plots from past auctions or only future ones, how long it runs, how to apply, or the new service charge amounts. Ask KDA for the written order before you count on the discount, and get the current dues in writing.
As of 31 October 2026, KDA's auction page still shows no notice for the new round; its latest notice is still the one dated 22 January 2026 (checked on 31 October 2026).
What the last KDA auction showed
KDA's auction page lists a notice dated 22 January 2026 for commercial plots in North Karachi, Korangi and Surjani Townships, auctioned on 3 February (Surjani) and 4 February (North Karachi and Korangi).
The Nation reported on 5 February that 54 commercial plots were offered and 28 bidders were declared successful, a success rate of about 50%. The results went to KDA's Auction Committee for approval. The then DG said retired employees' dues would be paid from the proceeds. The amount raised was not reported.
So roughly half the plots offered in February went unsold. Watch for whether this round reuses those plots or adds new ones when the notice comes out.
Prices are indicative as of October 2026.
Encroachment drive in Lines Area
Separately, KDA's own news page reports that a special operation began on 18 October 2026 to remove encroachments in Lines Area, under the DG's instructions, aimed at clearing "state-owned land, roads, footpaths, and green belts". ProPakistani reported on 19 October that the campaign would continue the following week and that legal action would follow for people who don't comply.
For buyers, this is a reminder that KDA land with encroachments on it can take time to clear. Check physical possession, not just paperwork.
Before you bid in a KDA auction
- Read the official notice. Get it from KDA's auction page (kda.gos.pk), not from a forwarded image. Check the plot number, sector, size, category (residential or commercial), reserve price, deposit and payment deadline.
- Visit the plot. Confirm it is vacant and matches the notice. The Lines Area operation shows that encroachment on KDA land is an ongoing problem.
- Budget for the charges after the hammer price. KDA's service charges schedule, notified in the Sindh Gazette on 25 July 2023, lists charges for each township, including North Karachi and Surjani. They cover occupancy value, ground rent, NUF, cost of the lease indenture, payment certificate fee, permission to mortgage fee and pre-lease transfer fee. On 21 October KDA's Governing Body approved an increase in "service charges in recovery and DPUD", and a 25% discount for owners of auctioned plots who pay their dues in a lump sum, so ask KDA for the current figures.
- Know the paperwork. KDA's land forms page covers the allotment order, pre-lease transfer, mutation and lease deed. A plot is not fully yours until it is leased and mutated in your name.
- Check title and transfer separately. For how property transfer and stamp duty work in Sindh, see our Sindh property transfer and registry guide.
- Check building approvals before you build. Building control is SBCA's job, not KDA's. See our post on SBCA's town offices.
