E-Stamp Paper in Punjab: How to Generate, Pay and Verify It Online
How to get e-stamp paper in Punjab: generate Challan 32-A on the PLRA portal, pay at Bank of Punjab, then verify the stamp number before you sign.
In short
The official portal is es.punjab-zameen.gov.pk, linked as "Get an E-Stamp" from PLRA's site. PLRA's FAQ and user guide still name an older address, www.es.punjab.gov.pk, which did not load when we checked. You don't need an account. You fill in Challan Form 32-A, print it, and pay at a Bank of Punjab branch or online. For a sale deed, choose the deed name conveyance. If you enter a value below the DC value, the duty is charged on the DC value. After payment you get an e-stamp paper with a unique stamp number and QR code. Verify it on the portal before you rely on it.
E stamp paper, or e-stamp paper, is how stamp duty is paid in Punjab. PLRA says e-stamping "replaces traditional paper stamp papers": you fill in an online challan, pay it at the bank, and get back a stamp paper with its own number and QR code. Anyone can check that number later. This guide covers the official portal, each step of the challan, payment, and how to verify an e-stamp before you sign a deed or hand over money. The process is the same in every district of Punjab; we use Lahore as the example.
All steps were checked on 21 October 2026 against PLRA's e-Stamp page and its citizen user guide.
Rates as of November 2026.
What is e-stamp paper?
PLRA runs e-stamping "in collaboration with the Bank of Punjab". In its words, e-stamping "replaces traditional paper stamp papers with digitally generated, secure, and verifiable e-Stamps".
The same system covers more than property sales. PLRA lists sale deeds, partnership deeds, leases, affidavits and powers of attorney. There are two types of stamp paper:
- Non-Judicial, for property and business deeds. This is the one a buyer or seller needs.
- Judicial, for court matters.
The challan behind every e-stamp is Form 32-A. PLRA describes it as "an online payment form generated through the e-Stamping portal for paying stamp duty, CVT, registration fees, and other related charges."
What the portal can do
The portal's home page has six options:
| Option | What it is for |
|---|---|
| Generate Challan 32-A | Start a new e-stamp |
| Re-Print Challan 32-A | Print an unpaid challan again |
| Pay CVT/Registration | Pay capital value tax or registration fee against a challan |
| Deficiency/Penalty | Pay a shortfall or penalty against an e-stamp already issued |
| Calculate DC Value | Look up the DC rate for an area |
| Verification through Web | Check an e-stamp by its number |
Instructions and the disclaimer are on the home screen in English and Urdu, and PLRA publishes the user guide in both languages.
How to generate an e-stamp: step by step
Before you start
Have these ready for every party:
- full name and CNIC
- relation (son of, wife of and so on) and the relative's name
- contact number and address
You will also need the property address, the land value, the value of any building on it, and the property's location details for the DC valuation. The challan also asks for an agent's name, CNIC and contact number, so decide who that will be.
The steps
- Open the portal and accept the disclaimer. Click "Generate Challan 32-A", read or listen to the disclaimer, and click "Agree".
- Challan details. Select the district and tehsil, choose Non-Judicial, and pick the deed name. PLRA's guide says: "For sale deed, please use conveyance." Its example is "conveyance – 23(a)". Tick CVT or registration fee if they apply, and choose who pays: the purchaser or the seller.
- Agent information. Enter the agent's name, CNIC and contact number. Email is optional.
- Seller and buyer. Use "Add Seller" and "Add Purchaser" to enter each party. There are tick boxes for whose name prints on the challan and for a party acting through a power of attorney.
- Human verification. Retype the code from the picture and click "Next".
- Deed details. Enter the property address, the land value and the building value. The system adds them up and shows the stamp duty and registration fee.
- DC valuation. Choose urban or rural land, then the revenue circle, area and classification (residential or commercial). Enter the land area, in marla for urban land or acres for rural. Click "Find Land Rate". The guide says: "If user provided property valuation is less than DC property valuation, stamp duty would be calculated on the basis of DC property valuation." If no DC rate is found for the area, you can't continue.
- Review and save. Check every entry, then save. The system issues a 16-digit challan serial number. Write it down: you need it for any later step.
- Print the challan. Form 32-A prints in three parts: treasury, bank and customer. Each has a QR code of the challan number, and you can save it as a PDF.
Paying for the e-stamp
Pay the challan "at any Bank of Punjab branch or through online payment options", according to PLRA. Once you pay, the bank confirms the payment to PLRA's system in real time. PLRA then issues the e-stamp paper, showing:
- the stamp number
- a QR code
- your name and CNIC
- the amount paid
- the type of transaction
An unpaid challan can be re-printed from the home page. Once it is paid, or if it has expired, it can't be re-printed. The guide does not say how long an unpaid challan stays valid, so pay soon after you generate it.
How much is the duty? The portal works it out from the deed type and the value. The April 2026 ordinance became the Stamp (Amendment) Act 2026, in force since 6 May 2026: a conveyance of property outside an urban area now pays "One percent of the value of the property" (Article 23(b)). For urban property, Article 23(a) still says "Two percent", the rate the Punjab Finance Act 2022 set, although the ordinance's statement of reasons says urban property "is charged @ 1%". We could not find a notification that settles which applies, so rely on the rate printed on your challan. The federal 236C and 236K taxes are separate: see property registration in Punjab and FBR value vs DC value.
How to verify an e-stamp
Verify every e-stamp you're handed, whether a seller or a dealer gives it to you. There are two ways:
- On the web. Open the portal, choose "Verification through Web", enter the stamp paper number and click "Search".
- By QR code. PLRA says the e-stamp "can be verified by scanning the QR code or by entering the stamp number on the PLRA e-Stamp verification page".
The web check shows the stamp's status and amount. It also shows the deed details, the property, the DC valuation, and the names and CNICs of the seller and purchaser.
Check that these match your deal:
- the parties' names and CNICs
- the property address
- the deed type
- the amount paid
If any of them differ, don't sign.
If you paid too little
If the duty paid turns out to be short, use "Deficiency/Penalty". Enter the stamp paper number, then the deficient amount and any penalty. A new Challan 32-A is generated, and you pay it in the same way.
