Private Housing Society Rules in Punjab 2026: Plot Cancellation Notices and Instalments
Punjab's private housing society rules changed in July 2026: 15 days' notice before a plot is cancelled, two chances on instalments, and new committees.
In short
A society cannot cancel an allotment without at least 15 days' notice, sent through the Housing Society Management System (HSMS) and by registered post, giving the reasons. If the cancellation is over an unpaid instalment, the allottee gets at least two opportunities to pay. On full payment, the sponsor must "immediately" apply for your property ownership certificate through HSMS. If management problems arise after half the scheme is colonised, the Director General can, with the consent of a majority of resident owners, direct the sponsor to form a seven-member management committee: four nominated by the sponsor, three resident owners nominated by the Director General. Reported daily fines of Rs5,000 to Rs20,000 and a five-marla cap for low-cost schemes are not in the July notification; see below.
Punjab's private housing society rules changed for plot buyers this year. On 8 July 2026 a notification of the Housing, Urban Development and Public Health Engineering Department (HUD&PHED) amended the Punjab Development Authorities Private Housing Schemes Rules 2021 "with immediate effect", and the Punjab Gazette published the notification on 15 July 2026. The changes decide how a society can cancel your plot, what happens when you miss an instalment, and who runs the society once it is built. This guide reads the notification itself, then what news reports add.
Which rules changed, and where they apply
The notification, No. SO(H-II)2-5/2015, is made under section 43 of the Punjab Development of Cities Act, 1976. It amends the rules development authorities use to approve and regulate private housing schemes; the text refers throughout to "the Authority" and its Director General.
The Rawalpindi Development Authority (RDA) lists it on its downloads page as "Amendments in the Punjab Development Authorities Private Housing Schemes Rules 2021 dated 08 July 2026" (checked 29 October 2026). On 23 July, APP reported that Salman Ghani, Commissioner Rawalpindi and Director General of RDA, had ordered strict implementation of the "newly notified amendments", with every application for approval, extension or renewal to be filed only through what APP calls the "Housing Scheme Management System (HSMS)". The notification itself says applications go through "the centralized digital approval system".
We could not confirm which other authorities apply the amended rules, or whether they apply in Lahore. Ask the authority that approved your scheme.
Plot cancellation: 15 days' notice and reasons
The biggest change for buyers is rule 47(2)(c). It now reads:
"allotment of a property shall not be cancelled without prior notice of at least fifteen days issued through Housing Society Management System developed by the Board of Revenue and also sent to the allottee through registered post indicating the reasons for such cancellation"
So a valid cancellation needs three things: at least 15 days' notice, the notice on HSMS and by registered post, and the reasons written in it. A text message or a call from the society office is none of these.
Missed instalments: two chances to pay
Rule 47(2)(f) covers cancellation for non-payment. It says that "at least two opportunities for making the required payment shall be given to the allottee", again by notice through HSMS and by registered post.
The notification also adds the same HSMS and registered post notice to clause (g) of rule 47(2). Reports in October said societies must issue at least two notices before cancelling a plot over unpaid development charges (Pakistan Observer and ProPakistani, 15 October 2026). We could not read the 2021 text of clause (g), so we could not confirm that this is what it covers.
What to do: keep the address the society and HSMS hold for you up to date, keep every payment receipt, and answer a notice in writing before its deadline.
Ownership certificate on full payment
Rule 48 is replaced with a new rule, "Issuance of property ownership certificate". It says:
"The sponsor, on receipt of full payment of a plot or property, shall immediately proceed for issuance of property ownership certificate through Housing Society Management System developed by the Board of Revenue in favour of the purchaser or allotee."
Our guide to the PLRA property certificate explains what that certificate is, where it replaced plot files, and its fee.
Who runs the society after it is built
The new rule 55 says the sponsor "shall remain responsible for the management and maintenance" after development is complete and plots are handed over. If there is "any issue regarding management and maintenance" after half the scheme is colonised, the Director General, after hearing the resident owners' complaints and "with consent of majority of resident owners", may direct the sponsor to form a management committee or company.
The committee serves three years and has seven members:
- four nominated by the sponsor;
- three community members nominated by the Director General, preferably professionals, who must have been resident owners for at least three years.
The October reports describe the split the other way round, four residents and three sponsor representatives. The gazette text is as above.
The committee works on a "no profit-no loss basis", keeps all fees in a separate bank account, and has it audited every year by a professional audit firm, with the statements sent to the authority. The sponsor must pay its share of upkeep for the vacant plots and buildings it still holds, so those costs are not passed on to residents.
Other changes in the notification
- Online applications. A new or revised scheme must be applied for by all landowners "through the centralized digital approval system". A joint venture can have at most five applicant entities, and none with a cooperative society.
- Low-cost schemes. A new "low cost housing scheme" category is added, and such a scheme must carry the prefix "low cost" in its name.
- Larger schemes. Rule 49 now sets five years for an area of 300 to 5,000 kanals and seven years above 5,000 kanals. We could not read the 2021 text of the rule to confirm that these are the development periods.
- Disputes over land. If litigation over a scheme's land starts after development or sale of plots, "no change in the approved layout plan shall be permitted"; the claim is settled under Board of Revenue policy.
- Environment NOC. Where one is needed, the sponsor must file it within six months of sanction, or pay a penalty for the delay under rule 36.
What the news reports add, and what we could not confirm
On 23 June 2026, ProPakistani reported that the Punjab Cabinet Standing Committee on Legislative Business had approved amendments to the Punjab Private Housing Schemes Rules, 2022. Those rules were issued by the Local Government and Community Development Department on 24 December 2022 under the Punjab Local Government Act 2022. The report said the amendments would take effect once published in the gazette, and listed daily fines of Rs5,000 to Rs20,000 for illegal development or delays. Most of the other changes it listed (online applications, joint ventures capped at five, "low cost" in the name, the six-month environment deadline, seven-member committees) match the July notification, so we could not confirm whether the report meant a separate set of amendments.
The October reports from ProPakistani and Pakistan Observer repeat those fines and a five-marla cap on plots in low-cost schemes, without naming which rules they come from.
We could not find a gazette notification containing the fines or the five-marla cap. Unless one is published, treat them as reported, not as law. Figures as reported in October 2026.
Before you pay a society
These rules govern schemes an authority has approved. Look the scheme up on our housing scheme checker, which shows each authority's own list and status, and run through Check before you pay. In Lahore, see how to read the LDA approved societies list.
