Family Registration Certificate (FRC): NADRA Fee, Types and How to Get It
What NADRA's Family Registration Certificate shows, the Alpha and Beta types, the Rs 1,000 fee, how to apply, and why a succession case needs it.
In short
What it is: a NADRA document issued "under Rule 19 of the NADRA (NIC) Rules, 2002" that records a person's family composition. Types: NADRA's fee table names Alpha, Beta and Gama family FRCs. NADRA's Punjab succession page lists "FRC Alpha (By birth) & Beta (By marriage)" for a succession case. Fee (NADRA, November 2026): Rs 1,000 for one FRC, Rs 2,000 for "FRC (Both)", ready in one day. What you need: the only document NADRA lists is the applicant's 13-digit ID number (CRC, juvenile card, CNIC, NICOP or POC); children may need to give biometrics or a photo at the centre. Where: a NADRA centre, Mega Centre, mobile van, e-Sahulat franchise, overseas counter, home delivery service or the PakID app.
A family registration certificate (FRC) is NADRA's record of a person's family, printed from its database. Heirs need one for a NADRA succession case, because NADRA checks who the legal heirs are against it. This guide explains the procedure; it is not legal advice, and a dispute between heirs needs a lawyer.
What a family registration certificate shows
NADRA's FAQ defines it as "a certificate issued by the Authority which reflects, verifies and provides a record of the family composition data of a registered person." Its FRC page calls it "valid proof of the family composition data" and says it "is generally used for immigration, visa processing and other legal or administrative purposes."
FRC types: Alpha, Beta and Gama
NADRA's fee table lists "FRC (Alpha / Beta / Gama family)" as one item. Its Punjab succession page labels two of them: Alpha is the family "By birth" and Beta the family "By marriage". None of the NADRA pages we read explains the Gama family FRC, so ask at the counter if you think you need it.
In Punjab, NADRA's Required Documents page for a succession case asks for "FRC Alpha (By birth) & Beta (By marriage)". NADRA's main succession page lists only "Family Registration Certificate (FRC)", so elsewhere ask the succession office which types it wants. The fee table also lists "FRC (Both)" at a combined price, but does not say which two types it covers; tell the operator you need Alpha and Beta.
FRC fee and time
From NADRA's fee table (site last updated 17 September 2026):
| Document | Fee | Time |
|---|---|---|
| FRC (Alpha, Beta or Gama family) | Rs 1,000 | 1 day |
| FRC (Both) | Rs 2,000 | 1 day |
The table shows these only in its Executive column; there is no Normal or Urgent rate for an FRC.
Fees as of November 2026.
How to get an FRC from NADRA
Requirement: NADRA's FRC page asks only for the "13-digit ID number of the applicant (CRC / Juvenile Card / CNIC / NICOP / POC)."
Eligibility: NADRA's condition is that "all family members should be registered with NADRA and have a valid 13-digit identification number." But it adds that "unregistered deceased and alive (in certain scenarios) individuals can also be included", with their particulars "as per information provided by the applicant."
Where to apply: the FRC page lists NADRA Registration Centres, NADRA Mega Centres, Mobile Registration Vans, the Home Delivery Service, e-Sahulat franchises, overseas counters and centres, and the PakID mobile app. We did not walk the app's FRC steps, because that needs an account, so check whether the app offers an FRC to you before you count on applying online.
At a NADRA centre, the FRC page sets out six steps:
- Token: take a Queue Matic token when you arrive.
- Biometrics: "Biometric verification of applicant and children (if applicable)."
- Photos: photographs of children "if the CRC was issued without a photograph".
- Data review: your family data is downloaded and checked.
- Payment: the processing fee.
- Printing: the FRC is printed.
Why succession needs the FRC
Section 3 of Punjab's 2021 Act says NADRA "may issue" succession certificates and letters of administration "in accordance with the Family Registration Certificate maintained by the Authority". NADRA's succession page puts it plainly: it "validates legal heirs as per Family Registration Certificate (FRC)", and lists the FRC third among six documents. NADRA's Punjab FAQ asks for "Copies of CNICs of all legal heirs as per FRC".
Two other documents on NADRA's list come from the death itself: the death certificate and the deceased's CNIC cancellation. The full succession procedure, fees and documents are in our NADRA succession certificate guide.
A missing or wrong family entry
Read the FRC before you file for succession. NADRA names the heirs from the FRC, so a missing heir or a wrong relationship on it matters.
None of the NADRA pages we read explains how to correct an FRC entry, so take your documents to a NADRA centre and ask before you file. If the heirs can't agree who the heirs are, the Punjab Act counts "any dispute which may arise in establishing the identity of legal heirs which is not resolvable by the Authority" as a "factual controversy", and NADRA declines such a case; see the succession certificate through court.
After the FRC
Once the heirs have their certificate, check each heir's share with the inheritance calculator. For land, the next step is the mutation: see inheritance mutation in Punjab and find your office with land record offices.
Frequently asked questions
FRC NADRA se kaise banwayen?
Go to a NADRA centre (or another NADRA channel above) with your 13-digit ID number. After biometrics and a data check you pay the fee and the FRC is printed, in one day per NADRA's fee table.
What is the FRC fee at NADRA?
Rs 1,000 for one FRC and Rs 2,000 for "FRC (Both)", per NADRA's fee table in November 2026.
Can I get a family registration certificate online?
NADRA's FRC page lists the PakID mobile app as a place to apply; check in the app whether it offers the FRC before relying on it.
Which FRC do I need for a succession certificate?
In Punjab, NADRA's Required Documents page asks for both: "FRC Alpha (By birth) & Beta (By marriage)". NADRA's main succession page lists only "Family Registration Certificate (FRC)", so elsewhere ask the succession office which types it wants.
Can a deceased person who was never registered with NADRA be on the FRC?
NADRA's FRC page says "unregistered deceased and alive (in certain scenarios) individuals can also be included", with their details as the applicant gives them. It doesn't say which cases, so ask at the centre.
