Apni Chhat Apna Ghar is the Punjab government's housing programme for low-income families, run by the Punjab Housing and Town Planning Agency (PHATA) through its portal, acag.punjab.gov.pk. Its best-known part is an interest-free loan to build a house on a plot you own. This guide covers who is eligible, how to apply, how to log in and check an application, and how repayment works, from the portal as we checked it in a browser on 3 November 2026.

Apni Chhat Apna Ghar is not the federal Apna Ghar scheme

Apni Chhat Apna Ghar is a Punjab government programme for Punjab residents, applied for on acag.punjab.gov.pk. The Wazir-e-Azam Apna Ghar Program is a separate federal scheme with its own rules and its own way of applying: see our Apna Ghar and PM home loan guide, Apply online for Apna Ghar and the Apna Ghar calculator. Nothing below applies to the federal scheme.

What the programme offers

The portal's About Programme page describes three "execution models": Model-1, houses or apartments built by developers on state land (tentatively 10,000 units); Model-2, low-cost houses in private schemes approved under the APHS Rules 2020, with a Rs1 million government subsidy (20,000 units); and Model-3, interest-free loans from a revolving fund to build on your own plot (70,000 loans).

This guide covers Model-3, the loan to build on your own plot. For it, the page says the maximum loan "will be 1.5 million", the tenure "will be 7 years with easy monthly instalments", and the amount "will be disbursed in tranches". Operational costs and sales tax are paid by the Government of Punjab.

The same portal takes applications for Apni Chhat Mehfooz Chhat, a separate loan for people who already own a house. Its loan category page, on 3 November, listed two categories, both over 9 years:

Category Purpose Maximum loan Paid out
01 Repair and strengthening of weak or dilapidated roofs, or addition of a room Rs500,000 Two instalments
02 Construction of an additional storey or floor Rs1,000,000 Two tranches, at approval and lintel level

Apni Chhat Apna Ghar eligibility

The portal's Eligibility Criteria page has one table for both loans. For Apni Chhat Apna Ghar it ticks these:

  1. The applicant is a Punjab resident (CNIC holder).
  2. The applicant is the sole owner and possessor of a parcel of land of up to 5 marla in urban areas or up to 10 marla in rural areas.
  3. The applicant is 21 to 60 years old when the application is submitted.
  4. The applicant has no criminal record.
  5. The applicant is not a loan defaulter.

For Mehfooz Chhat, the table drops the plot condition and instead requires a constructed house of up to 5 marla (urban) or 10 marla (rural), plus registration with the National Socioeconomic Registry (NSER/PSER) with a PMT score of 60 or less.

Note one difference: on the portal's table the NSER condition is ticked only for Mehfooz Chhat, but the Punjab government's programme page on punjab.gov.pk lists NSER registration with a PMT score of 60 or less, and being head of the family as per NADRA, for Apni Chhat Apna Ghar too. If either applies to you, ask the helpline before you apply.

How to apply online on acag.punjab.gov.pk

These are the steps visible without an account, checked on 3 November 2026. We submitted nothing.

  1. Open acag.punjab.gov.pk. The home page has two new applications (Apni Chhat Apna Ghar, "Apply for Construction of New House", and Apni Chhat Mehfooz Chhat, "Apply for Addition of New Floor/Room") and two options for existing applicants.
  2. Choose Apni Chhat Apna Ghar. It opens the Citizen Registration Form.
  3. Fill in your full name, CNIC, whether you are son, daughter or wife of, the father's or husband's name and CNIC, gender, email (optional), mobile network and number, then division, district, tehsil and city.
  4. Set and confirm a password, then press Register. The form warns that name, father's name, CNIC and mobile number cannot be changed after registration, so check them first.

What comes after registration (the loan application, documents and verification) sits behind the login, so we could not check it and do not describe it. For Mehfooz Chhat, Dawn (18 July 2026) reported that applications could also be made at deputy commissioner, assistant commissioner and PHATA offices.

Apni Chhat Apna Ghar login and status check by CNIC

Many searches are for "apna ghar apni chhat application status check by CNIC". On 3 November 2026 the portal had no page that shows a status from a CNIC alone. The way in is the Login page:

  • your CNIC number, the password you set at registration, and a CAPTCHA;
  • Forgot Password? on the same page if you have lost it.

Your application's progress is inside the account, which we could not see. The two existing-applicant options, Request for Release of 2nd Installment and Request for Change of Loan Category, also lead to this login. If you can't log in, call 0800-09100; the contact page also lists 042-99213419, 042-99213428 and [email protected].

Repayment and instalments

The About Programme page says the loan is repaid over 7 years in "easy monthly instalments". The portal does not publish a monthly instalment figure, and we could not confirm one from it, so we give none here. Your instalment is in your loan papers or your account.

The home page carries an early payment rebate: on full and final pre-payment, the borrower gets a rebate on the outstanding principal of:

Repayment period Rebate
1 to 3 years 20%
4 to 6 years 10%

The notice does not say how the repayment period is counted, so ask the helpline before planning around it. To estimate what the house itself costs to build, use our construction cost calculator.

How big the programme is now

The portal's counters on 3 November 2026 showed 228,815 loans disbursed, Rs295,644.0 million disbursed, 128,743 houses completed and 63,133 under construction.

Aaj News reported on 6 August 2024 that the programme would be inaugurated on 14 August. The Punjab government reported the first tranche, Rs600 million to more than 850 applicants, on 5 November 2024, and on 2 July 2025 said more than 51,911 loans worth Rs57.9 billion had been issued. Dawn reported 173,158 loans worth Rs224.457 billion on 18 July 2026, and an article by Azma Zahid Bukhari in The Express Tribune (10 October 2026) put loans disbursed at Rs278.461 billion.
