Apply Online for Apna Ghar 2026: The 5 Property Documents and the 15-Day Rule
Apna Ghar online apply guide for 2026: how to apply through the portal or a bank, the property documents banks may ask for, and what the 15-day rule covers.
In short
Apply through the official portal, apnaghar.gov.pk, or directly at a participating bank or HBFC branch. The bank makes the final loan decision. The government says banks will now ask for five essential property documents. APP names a transfer and possession letter, a site plan, a mortgage permission letter and registration of the mortgage. SBP's formal list is Annexure B to SH&SFD Circular No. 06 of 2026, which sets the documents by type of property. The 15-working-day limit is for credit approval, counted from when the bank receives a complete application. SBP set it in April 2026. If a bank is slow or demands extra papers, complain to the bank first, then to the Banking Mohtasib.
Apna Ghar online apply guides are in demand after two changes in October 2026. On 14 October, a meeting chaired by Prime Minister Shehbaz Sharif decided to cut the documents needed for an Apna Ghar housing loan from 25 to five, and on 18 October the Ministry of Housing and Works said the State Bank of Pakistan (SBP) had issued instructions to banks. This guide covers how to apply, which property documents banks can now ask for, what the 15-working-day rule actually covers, and what to do if a bank is slow. For the scheme's eligibility, loan limits and rates, see our main Apna Ghar scheme guide.
What changed in October
Daily Pakistan reported on 14 October that the Prime Minister's review meeting cut the documents for Apna Ghar loans from 25 to five and set processing at 15 working days. It said the change followed complaints that banks were asking for a large number of documents.
On 18 October, APP quoted a Ministry of Housing and Works spokesperson: "The State Bank of Pakistan (SBP) has issued formal instructions to banks in this regard." According to APP, banks "will require five essential property-related documents for housing finance under the scheme, including a transfer and possession letter, a site plan, a mortgage permission letter and registration of the mortgage."
The News carried the same list on 19 October.
Which property documents, exactly?
The SBP instruction behind this is SH&SFD Circular No. 06 of 2026, dated 9 October. It says banks "shall obtain only title and ownership-related property documents listed at Annexure – B", and must give the borrower "a signed acknowledgement listing all title and property documents received". It does not mention a number.
Annexure B sets a list for each type of property and stage (open plot, under construction, completed unit). For example, an open plot in a development authority scheme needs five:
- Allotment or transfer letter
- Possession certificate or letter
- Site plan
- Permission to Mortgage (PTM)
- Lien marking letter
Other categories need more. A completed house in a private housing scheme also needs an approved building plan, a registered sale deed and, where applicable, a Non Encumbrance Certificate and a completion certificate. So "five" is a fair summary for some properties but not all. Check your category in the PDF before you go to the bank.
These are property documents only. Expect the bank to ask separately for your CNIC, a photograph and proof of income. Our SBP home loan documents explainer covers Annexure B for all bank home loans.
What the 15-day rule covers
The 15-working-day limit was already in place before October. SBP's SH&SFD Circular No. 02 of 2026, dated 28 April 2026, says: "Banks/HBFCL shall not take more than 15 working days for the credit approval process (from the date of receipt of application under the scheme along with complete information)."
Two things follow:
- The clock starts only when your file is complete. Missing papers pause it.
- It covers credit approval, not disbursement. Legal documentation, mortgage registration and payment come after approval.
Prices are indicative as of October 2026.
How to apply, step by step
- Check eligibility against the scheme terms in our Apna Ghar scheme guide. It is for people who do not already own a house.
- Choose a channel. Aaj News describes the online route: create an account with your CNIC on apnaghar.gov.pk, fill in the form, choose a bank and upload documents. You can also go directly to a participating bank or HBFC branch.
- Gather property documents for your category from Annexure B, plus your CNIC and income proof.
- Submit a complete file and note the date. Ask the bank for the signed acknowledgement of documents received, which SBP now requires.
- Track the 15 working days from that date for the approval decision.
- After approval, complete the legal documentation and mortgage, and sign the financing agreement before disbursement.
The programme's helpline (UAN) is 051-111-742-111.
If the bank is slow or asks for more
SBP's consumer protection page sets the route:
- Complain to the bank's own Complaint Management Unit.
- If the bank fails to resolve it, approach the Banking Mohtasib Pakistan, an independent body for resolving disputes.
- Contact SBP in any other case.
Quote the circular when you complain: Circular 06 for documents outside Annexure B, and Circular 02 for approval beyond 15 working days on a complete file.
Where the programme stands
APP reported on 9 October that Rs426 billion in loans had been approved under the programme. Daily Pakistan's 14 October report gave later figures from the PM's meeting. The Prime Minister also asked SBP and the ministries to recommend further measures for housing finance by the end of October, so more changes may follow. For prices and guides by city, start with Lahore or Karachi.
